Governor Cuomo submitted a new proposal in the 2018 New York state budget which would allow for movie theaters to serve wine and beer. The proposal would establish a Motion Picture Theater Alcohol permit.

Only beer and wine would be allowed to be sold, not spirits, and the proposal would allow only 1 drive per person. It would also limit beer and wine sales to movies rated PG-13 or higher. The proposal is seen as another way to boost business for theater owners.
